Zelensky Declares He Lacks Definitive Defense Guarantee from Partner Nations

Ukrainian President Volodymyr Zelensky says European allies have not given him concrete pledges that they will defend Ukraine in the case of a future Russian attack.

"I continue to pose this critical question to every one of our allies and I have not received a clear, unambiguous answer yet," he stated to the press on Wednesday.

These remarks follow a day after the UK and France inked a statement of purpose on deploying troops in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is finalized.

However, comprehensive defense assurances have yet to be solidified. The United States, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a pledge at discussions held in the French capital on the previous day.

Details of the Paris Talks

Following the negotiations in Paris, which included some three dozen nations that form the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated thousands of troops may be deployed.

Partner nations suggested that the US would assume a leading role in overseeing any ceasefire. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.

Moscow has thus far remained silent on the declaration made in the city of Paris.

President Putin initiated a comprehensive military assault of Ukraine in February 2022, and Russian forces currently controls about 20% of Ukrainian territory.

The President's Evolving Stance

Sir Keir described the bilateral declaration as "an essential component of our commitment to stand with Ukraine for the foreseeable future".

He added: "It paves the way for the legal framework under which allied military personnel could function on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's military for the future."

Zelensky hailed that agreement as a "significant leap of progress".

Twenty-four hours afterward, however, he appeared less optimistic.

"I perceive the determination, the political resolve, and that the allies are prepared, and the partners are ready to give us robust economic measures, powerful defense assurances," he said when questioned if nations in Europe would come to Ukraine's aid.

"But as long as we lack such binding security pacts - formally ratified, supported by parliaments, backed by the U.S. Congress - this question remains unresolved. And even if they do, you still have to rely first and foremost on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

The Paris talks were also significant owing to the attendance of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

One envoy stated the participating countries "mostly completed" their work on agreeing security protocols.

Recently, Zelensky said a peace deal was "ninety percent complete".

Territorial concessions and security guarantees have been at the center of unresolved issues for negotiators.

The Russian leader has consistently stated that Ukraine's military must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, rejecting any compromise over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could withdraw its troops to an agreed point - but only if Russia did the same.

Moscow currently controls about three-quarters of the Donetsk oblast, and some nearly all of the adjacent Luhansk region. The pair of oblasts constitute the Donbas industrial heartland.

It has been intensifying attacks against cities in Ukraine - particularly targeting energy infrastructure. Russia has also made incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
